Sign & Certify J2me Application

Dear Friends,

I develop J2me application. When I installed in Nokia mobile, it does not gives me IMEI & IMSI numbers. I used all codes. Can any one told me,
Why this happens?
If nokia phones required signed given application, what is the procedure to sign that application?
Also which handsets required for signed authority?
