Considering (outside of some home brewed JVM) there isn't an official JVM for iOS it's a little unlikely.
Oh, and Android, though it has Java at its core, does not have the same sort of front end.
I have no idea about other mobile phones, but even with JME each platform had its own quirks.Please do not ask for code as refusal often offends.

Can you tell me whether it is possible that I develop a mobile application in J2ME with common code for all mobile OS,and then build it with different Mobile OS compilers.
Actually my requirement is that I have to create a 2D Bar Code Scanner that can read 2D BarCode using its camera,so it can be any mobile with camera.

JME only works on certain phones, and is often inconsistent between them.
Write a JME app and, assuming you manage to get it w=to work with all JME phones, it still won't work with iPhones or Android phones.
You're requirements cannot be met.
Or, as Darryl has put it twice already, not possible.Please do not ask for code as refusal often offends.

Target a specific mobile phone or OS.
Anything else is just not possible as a single app.Please do not ask for code as refusal often offends.
