Recognizing handwriting is a complicated issue; first you have to find lines of text or at least a single line in the direction of the flow of the written text; this alone isn't a trivial task. For the actual recognition have a look at BAMs (Bidirectional Associative Memories); those are a type of neural networks, very suitable for image recognition. A few names for Google are Kohonen and Hopfield.

Not easy at all. Google "Optical Character Recognition"...there are many methods to go about doing so, most require machine learning (Neural networks) and/or statistical learning (PCA analysis)

What about getting black and white pixels of an image and counting the numbers of pixels that match each letter

As stated, its a lot more complex than that. What about fonts? What about Font size? What about text rotation? I presume - if this is for a class - the instructors wish it to be based upon what you learning in that class. What techniques did you learn that you can apply to the problem?
