Sounds like an OS scheduling question, not a Java question. Unless you want to have your Java program always running, and just wait until that time to actually do anything.

yeah it for a web app that will be runing on tomcat (6/7 cant remember) that why i was asking

Quartz is the most common scheduler I think, if you want to keep it in your app.
