    You can do that.
It's development environment is written in Java. It uses Java libraries to communicate with the device.
All you need is to download source code of its ide and study it...

If you need guidance on java side while studying ide, you can always ask it here (like code blocks that you dont understand), but you can't find arduino specific answers here.
For gui, i recommend you to study Swing if it will run on PC. If it will be a web gui, i recommend GWT.

There are alternative libraries for developing Java GUI. Swing is one of them. Most probably, it will be easiest for you to learn.
Netbeans is IDE not gui library. But you can sue Netbeans as your ide. It is one of the biggest java ides.

where can i download source code that communicate with device
    Check Arduino - Software

The source code to the Arduino software is hosted by GitHub. See the instructions for building the code.

Please clarify your problem. Are you trying to attach a display and a controller to arduino and play a game by using controller and the display? As far as i know, you can't do that. Arduino's firmware is not Java based, it is C based. Only, it's IDE is Java based. You need to develop your GUI in C and this is obviously out of your scope or possibly aurdiono's scope..

This is not a Java related question at the moment, I recommend you to ask your question on Aurdino forum: Arduino Forum - Index
