So it should show the location of the phone itself? This would involve hacking into several cell-phone companies databases. So it would be illegal.

Stealing the data is illegal on itself. To get this data, you need to break into someones database. Breaking into someones database is illegal.
Also, this data has privacy attached. Chances are using this data is illegal, regardless what you want to do with it.

You have to understand this is the kind of data secret services like the CIA, NSA, mossad etc. are interested in. Chances are if someone findes out you have that data, you will be charged with espionage.

I do not need any information regarding the sim user. like sim user's name, sim card No, etc. i only need to locate the person who is using that particular number by using a google map.

That means you need to know which cell[hone tower it is connected to at the moment, which is protected information. Think about it if it would be easy and legal, everybody would have such an app, but nobody does.

I dont know how the "illegal" hysterics got into this thread.

Yes, it is possible and not at all illegal and does not involve hacking of any sort.
For example google has an app for that:
Google Latitude lets you track friends, employees - Computerworld

There are probably a lot of others too.
"Charged with espoinage" - realy now.

Personally though, i would not want an app like that on my phone. I like my privacy :-)

But can it be done in java? Dunno. You'd need java for mobile devices.

And how would you track a phone that hasn't got that software installed? OP was talking about an app that could track ANY phone ANY time. That was what the "hysterics" was about.

It is indeed possible when everybody that is been tracked consents to it and has some software installed. Otherwise it is still illegal.
