    can any one help me in making an ICR software ... i want to make a software that read handwritten in scan form and recognize by the software so if anyone know abt it plz help me out.

    That would be OCR (Optical Character Recognition) then. It's also practically impossible to achieve for scanned handwritten texts to a useful level of accuracy.

    OCR is means to recognize the computer fonts while ICR is the recognition of handwriting ........... if someone achieve ICR then OCR is automatically achieved in my veiw........

    On closer examination, ICR is just a specific kind of OCR - you're still recognising characters by looking at them.

    If you actually want to make such a system, you're going to have to spend a lot of time with machine learning and statistical linguistics. It's not something you can knock up in a day.

    Success depends on the nature of the handwriting you want to recognise. Block capitals in their own boxes shouldn't be a problem, but arbitrary samples of random people's joined-up scrawl isn't going to work.
