I would call it a web server specialized version....

You can take a mobile Web server with you?
Seriously, I don't think there is a difference. The difference is the *types of requests* the server can recognize and the *output* the server sends to the device. I'm sure most Web servers recognize mobile protocols, such as WAP. As for the output, much of that depends on the application, as well as the server.
