If you ask this question on a technical forum you can have a much clear explanation. Plugins are not specific to Java or Eclipse.

Eclipse plug-in are...
The Eclipse IDE was created for flexibility. To do that, it was created as a framework, with minimal capabilities, into which components can be "plugged in" to provide specific services. Plug-ins can be small, providing one specific capability, or very large, such as MyEclipse, which provides a very large number of capabilities.
You can manage plug-ins from Help.Software Updates...
Look at www eclipseplugincentral com Eclipse Plug-in Central (I'm not allowed links) for a listing of plug-ins. Many are free, others are licensed. I personally have been using MyEclipse for years...

Actually most of the applications, including Java IDEs, are developed as frameworks. Easily you can update the application on small enhancement without re-installing.
