usb to serial converter

i need to send a character to a device that my friend have. but this device use serial port. my notebook (with windows os) doesn't have any serial port, so a converter usb to serial used.

the question is :
how can i communicate with the device using the usb to serial converter???

When you connect the converter, you should be able to communicate with the COM port that it simulates.
