The error 25099 did refer me to a self-help page and I followed all the directions successfully - basically trying to find a previous version and uninstall it - and nothing was found. I just reformatted with XP so I didn't expect to find one but hey maybe one stuck in with another download.

After reading your suggestions I disabled my virus - Avira - and the Windows Firewall. No luck so I turned off Windows Defender with the same result.

I'm going to try a earlier version but if I don't come back and amend this then that was not successful either.

No luck - the only thing I haven't tried is to allow the new Toolbar to be downloaded.
