System requirements are usually published for support reasons. An that is usually because you do not want to support your program running on a 486/66 with 16meg of ram even though it can run on that platform.
In your case I would say "You
should have at least a 400mhz/32meg computer". There are some out there with less hardware then that but by now they pare probably used to running with less than the system requirements.
